A Brownsville Native Who Shows Up for Brownsville

Celestino "Tino" Villarreal Jr. was raised in Brownsville, the only child of Celestino Sr. and the late Victoria Villarreal. He graduated from Saint Joseph Academy, where he now serves as Athletic Director and head football coach, and earned his business degree from the University of Texas at Brownsville.

Tino spent years with the National Hispanic Institute as Associate Vice President for Education, traveling the country to recruit top Latino students for leadership programs. In 2008 he came home and opened a seafood restaurant with his parents; together they grew it into twelve restaurants serving the Rio Grande Valley.

Elected City Commissioner At-Large A in 2023, Tino has chaired the Brownsville Community Improvement Corporation, served as Vice-Chair of the Public Utilities Board, launched the Brownsville Youth Advisory Council, and hosts "Brownsville at Large," the city's first commission podcast. In May 2027 he is asking for your vote to keep Brownsville moving forward.

Priorities for Brownsville

Collaborative leadership, strategic planning, and decisions that make sense for the families who live here.

๐ŸŒณ

Quality of Life

Parks, trails, safe streets, and public spaces where families can gather. Brownsville should be a city people are proud to call home.

  • Expand parks, trails, and recreation for every neighborhood
  • Safer streets, better lighting, and cleaner public spaces
  • Keep city services responsive as Brownsville grows
A better Brownsville starts at home, block by block.
๐Ÿ“ˆ

Economic Development

As a small business owner who helped grow a family restaurant into twelve locations, Tino knows what it takes to create jobs and keep dollars in Brownsville.

  • Support local small businesses and entrepreneurs
  • Attract quality employers and good-paying jobs
  • Turn Brownsville's growth into opportunity for residents
Growth that works for the people who built this city.
๐Ÿงญ

Smart Decisions

Taxpayer dollars deserve strategic planning, transparency, and program management, not guesswork. Every vote on the commission should stand up to scrutiny.

  • Transparent budgets and open commission meetings
  • Long-term planning for roads, drainage, and utilities
  • Accountability for every dollar the city spends
Plan it right, explain it plainly, deliver it on time.

Youth and Education

An educator and coach for most of his career, Tino created the Brownsville Youth Advisory Council and the ONE CITY Youth Scholarship Golf Tournament to invest directly in the next generation.

  • Grow the Youth Advisory Council and student leadership programs
  • Scholarships and mentorship for Brownsville students
  • Athletics and after-school opportunities citywide
When we invest in our kids, Brownsville wins.
๐Ÿค

Collaborative Leadership

Brownsville moves faster when the city, schools, nonprofits, churches, and businesses pull in the same direction. Tino brings people to the table.

  • Partner with BISD, UTRGV, TSC, and local employers
  • Listen first: regular community conversations in every district
  • Keep residents informed through Brownsville at Large
One city, one team, one direction.
